Read lot of english short stories and newspaper. watch english channels and BBC news. converse in english as much as possible. check for the meanings from the dictionary. read aloud the english articles. if you do this daily, you will master the language.

Well, you have to start with the basics. Read books tackling on the basics of English including vocabulary, grammar, etc. After you have mastered the basics, practice by reading English books. You can read short stories first and then advance to reading novels if you already can. Just take it one step at a time. Don't rush things. Make sure that you learn it by heart not just through memorization. And another thing, use it as often as you can especially during casual conversations.

Anything you want to get better at, English in your case, you must practice,practice, and practice some more. If you are in an English speaking country then you can be very observant when you are around people who speak English. Listen to what they are saying and the correct order of words. American movies and shows, are another good source for learning to speak English. I think your greatest help in becoming proficient in speaking the English language would be to take an English class for non-English speaking people.
It has been said that English is one of the easiest languages to learn. So, I know if you want to learn it and do all you can to learn it, you will learn to speak English in no time flat.
