How do you treat the dogs with canine madness in your town?

There were some dogs with canine madness discovered in my hometown for accidents they hurted people. Most people are scared and try to find some way to deal with the dogs in the town. I think the reason for these accidents is because we have not any regular and effective system to manage the dogs, especially the homeless ones.
So how do you treat the dogs with canine madness and the healthy ones in such a situation? Do you have any rules to protect the healthy dogs out of killings?

Unfortunatelly there is no treatment for rabies if the virus has reached the dog's brain. We can help dogs against canine madness only by vaccinating them. Even if there are no rabies cases in our area, this is a risk I won't take - I'll always vaccinate my dogs against rabies.
I heard about some cases when authorities said there were some rabies cases in a town, but this wasn't the truth, they only used this motive to justify the killings of the strays.
