Adsense not allowing new accounts?

Is adsnese not allowing new accounts with blogs from blogger? I read it here on mylot such things. If it is true, then very bad. because i want to open a new accoount. Can you please verify the truth behind it?

They allow new accounts the thing is the application requirements are pretty strict. If you fail on one requirements you completely fail for it. Read the requirements and if you meet the requirements apply.
