In principle, it is not ok to lie. Especially, if to is with the ill-will to owards the person. But, then at times people say lies, not with the ill-will but with the good-will to the person, like not to cause any sadness for the person. This can be in the true spirit of friendship to the person.

Depends on what you consider a lie. Do you consider not telling somebody everything a lie, or just plain telling someone false information? On average a normal person tells about 2 lies a day, or are dishonest at least 2 times in a day. Most people lie because they don't think they'll be caught, but in the end most liars are thwarted, but are never told by the person who caught them that they know.
I know someone who is a compulsive liar and I've just come to not believe anything he says unless I have proof. You lose trust that way, and he definitely did. If you're going to lie all the time, you have to realize that if you lie you will get that reputation.

It's OK to lie anytime. Lies are sins. Sinners are punished or forgiven. Just be prepared to take responsibility if you are going to lie.

well, not always it works but some times its really better to lie. i lied when my friends fight each other and ask me that some one told me he talk about me like this is it true, i say NOP. if i say yes it could be worst between them.
