Flooding and the farmers

We have had terrible flooding here in Iowa this year, there has been more ain than usual. One of my friends has the belief that the farmers laying tile all the time to shuttle the water off of the low spots in their fields and tiling said runoff to nearby creeks etc has two serious side effects, runoff of chemicals and pesticides and so on into our waters AND more flooding because the runoff adds to the waters in the creeks, which run into the rivers, etc, etc. I suspect that this may indeed be true. Any comments on this?

I live in Iowa, central to be exact just 40 miles or so east of des moines. I'm soon to be husband of a farmers daughter, so you didn't hear this from me, haha. But, I completely agree.
