Why I can't upload photos ? ? ?

everytime I try to upload photos it was already stated below that: you have reached your photo upload maximum. please try again later --eventhough i didn't upload any photos yet ! ! ! what should I do??? i really want to upload photos please do help me THANKS :)

I have trouble with uploading also, but not like that. With me, the webpage takes a long time to load and then it seems to give up and just say "Internet Explorer cannot display the webpage." Any idea what that is about?
