Windows won't ever become open source. It is owned by Microsoft and they make a great deal of money from it!

It is next to impossible for Microsoft to let Windows OS become open sourse. If this happen in the future, then it may mean that they will lose the biggest income source, which is a deadly challenge for Microsoft.
Of course, if they can make Windows become a open source software, it will get better because lots of developers will attend their development. What's more, most users of Windows OS will have less chances to be infected by virus.
