Sorry for this stupid question, but what do people mean by having a "Valid Paypal" to cashout? Does that mean a paypal verified with a bank account, or one that was verified by a credit card/debit card? Thank you :)

Valid paypal account means "verified" account. You can be verified either through your bank account or a CC butI personally prefer just using my bank account for safety reasons.
My bank account do not allow online withdrawals so its safe to attach my card in paypal.
How about you? are you going to use a CC or a bank account?

Do you mean, instead of linking it with your credit card, just link it with a debit card or ATM card with Visa or Mastercard logo issued by you bank? I have an E-ON Card issued by Unionbank and I am planning to link it with Paypal. You think this is a safer option?

Yes I think it is the safer option. I did just that because I don't want to be charged on my credit card if ever there will be charges on some websites.

Yes, thats the safest option. What I don't like for eon though is that it charges you a fee just to withdraw your money.
I also have a Union account, but what I use it an ATM not an EON. In any case, You don't really need to link your ATM or have your paypal validated yet, you can accumulate the amount first and once you hit the amount that you want to withdraw, thats the time you can attach your bank account.
btw, P6,000 below withdrawals has a charge of P50.00 above that its free.

Valid Paypal means real paypal account. Suppose you haven't open any account on paypal and you give your email ID (which is not registered for paypal), then that ID is not valid or invalid. Valid Paypal and Varified Paypal two different things. Varified is the paypal account which is varified by your bank account or credit/debit card.

It exist as long as you wish. You can directly withdraw it to your bank account. Or you can request a check but they deduct $5 if you do so. Bank transfer is best, just add your bank account and withdraw it to your bank. There is very less fee or no fee, see the terms in the site.

Yes EON is safer, because if someone might get your password and/or account number, all they can do is transfer whats inside it to their bank account or paypal. You can validate your eon card here: http://www.unionbankph.com/index.php?option=com_content&view=article&id=1061&Itemid=275
That is the guide to verifying your eon account on paypal.
