How to fix abuse of the ER

While being treated in the ER tonight I had the luxury of being next to a young woman demanding morphine for pain. She had already been to another hospital the night before and gotten morphine, of course that was before they found out she was pregnant. The ER doctor got her records from the previous hospital and confronted her since her story and the records didn't match up. She was refused the morphine and released with instructions to take tylenol for the pain. She yelled and carried on that she would sue (we must be in America) the doctor, hospital and anyone else she could think of. She then went outside and counted "her pills". The scenario seems like an abuse of the ER, she isn't the first drug addict to use the ER for their benefit. My question is, when is enough enough? Our healthcare system can't afford this kind of abuse. How do we fix it?
