Philippine hostage taking due to lack of equipment or incompetence?

The whole world saw the bloody hostage taking in the Philippines done by a desperate former police officer. Who do you think is at fault,the negotiator, media, justice system, or the police to undertook the rescue? The police department blame the incident because of its lack of equipment. Do you think it is really the problem or it is due to their incompetence?

China hates the Philippines for this reason. Lack of protocol and common sense may be the rootcause.

For me, the police. They should not arrested Mendoza's brother in the first place. If they wouldn't arrested his brother, he would not kill the hostages inside the bus.
...and they should give Mendoza what he wants. I mean, give him another chance to be on his job again or let us say, give him the credits by giving the retirement fee so that, he could use that money even if he does not have a job anymore.
Hope you understand what I have written here because I am not expert in english. Wahaha...
