is it allowed to transfer amount from 1 paypal account to another..??

Yes, it's possible. If your account is verified, you can transfer any amount. It's possible to transfer being non-verified, but has limits on the amounts.

of course it is allowed to transfer amount from a paypal account to another account.just like another bank we always allowed to transfer our money in our account. but maybe we will get chargerd a little bit more than ordinary bank

Certainly. You can send, receive, request money if your PP account was verified. If it was not, there is some limits.
