Urobux is it a scam now?

Just want to learn from here mylotters if this site become scam ? Because my upline asked last two weeks ago payment and told me she never get her money up to now so she said it became a scam site now , How true is this? Anyone a member of Urobux , I had accumulated already $2.65 near cash out and I noticed that Urobux have a lot of ads to click which is very fishy in my mind last time maybe 10 or 12 only now it goes by 25 to 30 ads so something wrong with it I hope it's not scam I just wasted my clicking if ever?
