Direct referrals?

According to my referral page, I'm permitted to have 95 referrals. I noticed that the number keeps going up (wow, looks like I have 93 more referral slots to fill...lol)
I guess that is to keep people from starting off with hundreds of referrals, and keep them from making too much money, and also control scammers.
