Does writing in here require high skilled english typing?

Hey I just came across some questions in here where they mention of some emails being received by them for not writing in English while they are pretty sure what they wrote and in which language. I was wondering if a high skilled English language command is seriously required in here to use while you start or answer any discussion? becauseoz you know this is something similar to chatting or blogging and so a short typo or slang is what usually goes around while trying to chat as fast as we could to cover most of the time and discuss many things.
