Professional people not returning phone calls

What is your opinion of a dr's office that does NOT return phone messages? I am waiting on a referral to another dr and I waited a week like the dr said and still have not seen a paper in the mail with my appointment. So I called yesterday and left a message, I called earlier today, didn't leave a message, then called later in the afternoon, like around 2 CST and got the answering machine again and left a message. I said what it was about, asked her to call me back and left my phone # so she could without a problem and still have yet to hear back! Mind you this is NOT the dr, this is the person in charge of making referrals. What would you do? I'm so aggravated. I need this appointment ASAP!
