Hi friend paypal is a medium that allows you to remit and receive money. It is more of a kind of an internet bank. They ask for the pan card as recently the Reserve Bank Of India has made it mandatory for them to ask for pan cards.Throiugh this they are able to identify the transactions that are taking place and whether the person indulging in such transactions do have legitimate authority to do so.This is not for tax purposes.Paypal only deducts commisssions for the services rendered by them. They do not deduct any tax.Whether you have to pay tax or not will depend upon the tax laws prevailing in the country at that particular point of time.At present people who are earning less than 1,50,000 rupees are not entitled to pay any tax.Senior citizens and women have a much higher exemption limit of 2,00,000 rupees.

Paypal is free to send and accept money and there is no charge to your online earning. they ask you to a pan card for some security reasons.
