What does it mean by "when your PC will be idle" in CashGopher?

Hi MyLotters,
I left my computer open for 24hrs being connected to internet,but my earning is only $0.02-$0.01 from my referral.I didn't get the meaning of "when your PC will be idle".Is this a technical term?Would you please discuss?
