Is there a traffic exchange site that allows adf.ly links?is it possible to do that?or any paid to click sites that allows adf.ly links?

I think none. Because many of exchange link doesn't allow such activity which will brake the frame. If you want to earn from that kind of program...you should have a website and convert all the links into a paying link.
