I do not know about paid surveys online, but I do know that it is illegal to pay a fee to start a business. The only time one pays a fee is when one takes a course or if one is in a business and they pay for the supplies but at the warehouse price not at the retail price. So you are wise to be skeptical about it.

I belong to one that I have been using since February 2010. I am a very happy member as the minimum cash out is $5. I chose to cash out weekly with a minimum of 20. They say pay out can take 4-6 weeks but I get my check every week and so do many of the members I have referred. It is free to join and he surveys are a great deal of fun.

I've never used the site that you've mentioned above. The main survey site that I use is toluna.com. There is no one time fees or any costs at all for membership. They have polls on their that you can earn points from easily regardless of what your answer is. If you qualify for the survey that the poll is setting you up then you have a chance of earning even more points. They send you checks in the mail or you can turn in your points for a prepaid visa card. There are also some other options available on there as far as points redemptions go. Either way whatever survey site you decide to join, there are ones out there that don't require any initial fee or investment to actually earn from the site. In my opinion any site that is legit won't require you to pay money to do work for them.
