do you think security of internet has incresed since late 1990's

when hackcers were evolving in america the governmanet had to take strict action with each new technology was evolved. do you think that security now is much tougher to braek than that was earlier before of is it still weak than that as it was before

i think its will never be harder ,
why ?
Just because when they try to implant new security they implant new vulnerability in the same time and black hat hackers continue to learn about every new security like white hat hackers do and not only that but the biggest vulnerability is the human its self.
