Can a Windows - operated computer installed with Mac OS?

Here is one question trouble me for while. I just wonder if I have my a computer, any random computer I have at home was originally running with Windows Operating system, can it be possible to installed Mac OS, and operated it like a Mac OS operating machine? Or both the Mac OS and Windows OS can be compatible the same time? Or only the Mac OS applies solely on Apple PCs?

Theorically, it can. Mac OS is just another operating system, just like Windows is. It can be installed on any computer that meets the minimum requeriments of hardware.
The big problem Mac OS has is compatibility of drivers. There are very few device driver available, and most are Apple focused. Often, non-Apple PCs have a hard time searching for drivers compatible, thats the main problem.

Thanks for your responses. I just rarely to see any Mac OS available for download, or sold on the retailers. Do you have to specifically buy the Mac OS from Apple website or Apple stores?
