why does February have 29 days in a leap year?

Does this mean if you were born on February 29, your birthday will come only during leap year?

February has 29 days in a leap year because the Earth takes 366 days to orbit. So every year is only 365 and 1/4th of a year. On the 4th year the 29th is added to complete the 3/4ths. That way there is no confusions on seasons , weather changes , etc. If your birthday is on February 29th. You still turn one year old. But technically speaking , if you are 16 suppose , you are "4" . But you still have been living for 16 years.
