PTC rented referrals !!!!!! I am really confused......

Hello all I am really confused with the behavior of rented referrals on most of the PTC websites. Can anyone explain me even a single valid reason because of which a person will click only 2 out of 4 ads normally available on PTCs. also this is very common, most of the rented referrals(not 1 or 2) often click ads but dont complete their full quota of 4 ads. I am really confused on what these referrals think, or even if they think or not? Can u help me understand this behavior of rented referrals? Thanks
