why the Czars?

there was a Czar appointed, we now have 41. that's more than the Russian Empire did in all of it's 304 years, there was only 18 Russian Czars.
the newest Czar was appointed to deal with the Asian Carp issue we are having.
why is Obama appointing Czars to take care of issues when there is already a Government department that can take care of the problem?
Obama just keeps finding new ways to waist money

The problem with the most of the Czars is they are appointed and answer only to the President (to prevent Congress from interrogating them - Executive Privilege). If the Czars are used properly and for a limited time period I have no problem. One example I know of is President Bush appointed a Czar to coordinate the Hurricand Katrina mess. The charge was to cut the red tape and coordinate the clean up and emergency aid. President Obama could have appointed a Oil Spill Czar to oversee the BP oil spill. This person could wave the requirement and speed up the clean up adn limit the damage.
I would like to see them appointed by the President and report progress to congress after 90 days. With the appointment should be a specific task and set of goals. After 90 days the President could re appoint them for up to 1 year with quarterly reports to Congress who could remove the funding with cause at any of the 90 reporting sessions. Also a Czar could not take the duties of any position that requires Congressional Approval.
