As a rule, different payment processors are not allowed to do so. This is because it is very favorable to money laundering. The usual solution is to use middle men to facilitate the exchange. It's rather costly, but if you have sizable funds in one account, it may be your only option.
Of course, if both accounts are linked (or can be linked) to your bank account, you can just do the transfer yourself. You will just be paying the banking fees and will be making a deposit to one account and a withdrawal from the other. Anyway, I haven't tried linking two different payment processors yet to my bank account so I'm really sure if this can be done.

Paypal does not offer money transfer to other online accounts like Alertpay and Liberty Reserve. Try to find some third party websites to exchange your funds. I think they deduce some percentage of your funds as processing charge.

well, most of the 3rd party exchange site doesn't allow to transfer fund from paypal to Liberty reserve due to charge back issue in paypal and liberty reserve doesn't have charge back option and some of them which provides exchange from paypal to Liberty reserve have some high percentage fees and want minimum of $100 exchange.

Transferring funds from LR to pay pal or pay pal to LR is too complicated and risky job, however many third parties are available now to exchange and transfer funds but most of them have no reliability as well, so that if you are looking for safe transfer of your balance than you would have to make any reliable person or friend to exchange funds otherwise it will be better for you to choose LR recommended exchange parties to transfer your money to directly your bank account.

I would think that you can transfer funds if you have an account number that is like a banks at this Liberty Reserve. If not you may not be able to. If Paypal has their system set up to be able to transfer to account numbers then this other account would have to have one.
