Drug Testing Welfare Recipients

I think that most Americans understand that there are serious problems with our entitlement programs. There's so much fraud and that not only robs the tax payer of his money, it also means that more deserving people may get less than they should or get nothing at all. If we were to drug test each applicant, some believe we would go a long way to solving this problem. There are pros and cons to both sides. What say you?
