There's this lady that lives down the street and she always bugs me and won't leave me alone. She's always like your so rude for not coming over to see me and all this crap its like I don't have to go spend time with anyone I don't want to. I don't know what to do or how to just be nice to tell her to leave me the heck alone.

I see what you mean with this that you like her to leave you alone but you really do not want to be rude.
What I probably would suggest is as soon as you see a glimpse of her say hi and immediately tell sorry I have to go as I have somewhere I have to be. Trust me with this the more you do it the quicker she will get the message.

All you have to do is find out what bothers her and make sure you do it around her...say she doesn't like dogs or something get a dog, if shes a racist get an ethnic friend to go over there with you to hang out. Or just be honest and say that you don't feel comfortable being over there, you say that one time and she won't bother you anymore I'm pretty sure, her calling you rude and insisting on eating up your personal time against your will is wrong so you might just have to be blunt with her.
