Lower level teams in Cricket

In Cricket we can see two types of strong teams and weak teams,whenever match is played between one strong and one weak team match is only for one-side and becomes formality.also weak teams has not more chances to play in big tournaments and get to play less matches in a year.
Can we say ICC has been failed to develop weak teams and almost ignoring weak teams to keep any developments.

Well my dear friend, let us assume Bangladesh is weak team but ICC has given them test status, what development their board had done in developing their cricketers. Bangladesh board has made pitches which are more batsmen friendly and help spinners. So, Bangladesh team able to produce some of the good spinners but they were failing to produce quality batsmen and pace bowlers. So, it is not that easy for the weak team to become an quality team, any team needs an competitive domestic format and good international exposure. Scotland, Ireland and Netherlands are using County cricket in England to gain experience. That is why Ireland is turning out to be good teams which is beating big teams in World Cup. Like Ireland, Bangladesh too must try to learn from them. ICC is doing its work and it is upto the particular board to develop their team or not. One cannot blame ICC for everything and it is not their responsible to see the develop of particular country domestic cricket and other issues.

my meaning to say weak teams not get enough chance to prove their ability,so ICC should concentrate on it.
fortunately they even get to play one or two international series yearly.
on the other way Bangladesh get more chance to play, so their ability is improved against strong teams.

i am agree with you about test format....hope there should be some standards for ODI format too, like test...

I have come across many weak teams that sometimes ambush the strongest of teams, in the game of cricket, you never can say what would be the outcome. Most of the times it is predictable, but we thrive on the one of times, when the weaker team is often so strong that it seems like a joke when they win.
Can't say that ICC can do antyhging baout weak teams, it is every country's responsibilty to see that their cricket team is given the right conditions to practice and perform well.
