Rating of PTC sites by Rating Agencies like S & P

I am on this internet earning business since middle of July. I started with P.T.C. sites, like most of us, I presume. It is almost two and half months past but I am yet to receive my first payment. When sufficient cash gets accumulated one by one PTC sites gets non responsive. The first one was LIberty Dollar Reserve. After the credit of $2 on this site I received the e mail stating that my act. has been blocked and to remove that block I was supposed to fill in a form which contained A/c No. and other details which were never given to us. To get the A/C No. I was to mail them my email ID to which they replied that the e mail ID does not exist and they continue to flood my in box with paid e mails. The next one was Mycubie after slogging it out for a month the site refused to log me in stating that login name and password does not match. The next two sites, wherein my credit is over $4.00, are not opening any more. I don't know whether it is temporary block or purposeful block I also don't know if it is possible for any site to be blocked at any particular I.P.address.
All these things are frustrating. I strongly feel that there should be some rules for doing business on the Internet and those should be framed and enforced by organisation like U.N. There is also a need to appoint rating agencies like S & P to rate the companies doing business on the internet to guide the new comers about the credibility of any company.
