They say that there are tweaks present to change your IP address which has been set by default by your ISP(internet service provider).I did try some tweaks from ehow, about and microsoft.com forums but I was unable to change it.Does anybody have any tricks/tips to change my IP at will?

Actually you can't change the IP address given to you by your ISP. Not unless you are subscribed to a dedicated net connection with your ISP which they will provide you with a static IP. Then you can request to change it.
The IP address the ISP gives to you is your public IP which is known in the internet world. Maybe what you found in the forums is only changing of local IP (IP of your lancard).
Using proxy server is one way to mask your IP from sites you are surfing. But still your ISP IP is the same. You are just routing your browsing using proxy. There are many free proxy out there in the net. But a lot of them are very slow or bogus. But you'll get more results with paid proxy.
