Target (Snail Mail) coupons?

Do any of you get Target coupons in the mail? I'm curious to know how you sign up for these. My mom gave me a couple, including a $3 off a Neutrogena purchase, and a 20% off coupon for a shoe purchase. These are great deals, for me, because I use Neutrogena makeup (!) and I really am in need of tennis shoes for running. I have these 2 coupons, but I'd looveee to continue getting them. Do you get these?

I've never received Target coupons in the mail, so I'm honestly not sure how you can get them.
If I had to take a wild guess, though, it's possible that you can receive Target coupons in the mail if you purchase items from them online to be delivered to your house.

No, I do not get Target coupons in the mail in my household however my boyfriends family does.
