paypal charging for elctronic transfer

Why does paypal charge for transferring money to your bank account when the amount is less than 7000 Indian rupees and if you are not resident of USA.They charge 1$ if the amount is less than 7000 rupees.

I also don't know it,They really charge even a lower value compared to current market dollar value. and they do exactly charge when lower that said amount i just believed its also their way to gain profit. Its their way of business so they charged you of it.
