can I rate the ads

I was reading a blog somewhere and I saw an ad of HP's printer. Most of the ads which I saw at that time were sticking out and hurting the eyes. I usually don't block ads as some of them are interesting and actually useful, for example Pinecone research which pays money for survey but people can register only by clicking on their ad which appears randomly. And those which I saw were so bright or contrasting that I had to think about blocking them, nonetheless I didn't actually block them. But this one was easy on eyes. there should have been some rating system on the web to improve the quality of ads.
