Have you checked the firewall settings? In certain cases this could be the reason, and the user needs to reset to default settings. What anti-virus software is he using? Remember that hackers are getting more ingeneous.

If your friend has a DSL modem check to make sure that the DSL light is staying solid if it isn't try to move the modem to another outlet and see if it can establish an stable DSL connection. IF this doesn't work you can run an extension cord and open up the NID (Network Interface Device) it will be located on the out side of your house and plug it in their to the correct outlet if still no connection at any of these points it is a problem with your friends ISP (Internet Service Provider). I don't know about cable modems if the cable light needs to stay solid or not. But with DSL meaning it is connecting to a normal telephone jack it needs for the DSL light to remain solid and green if that light changes. You can also do a hard reset of the modem which involves un pluging the modem for 5 mins then plugging it back in and letting it sit until all the lights are green and the DSL light has been flashing for at least 1 min as that is how long it can normally take for the modem to connect to and sync up with the ISP's master servers and back again. The issue if you connect to the buildings NID and still don't get a connection than it is a problem on the ISP's end and could be a number of reasons from a DSLAM having issues to them having issues at there data center.
