The event is an annual occurance in the United States. Every year, the Bubel Aiken Foundation (http://www.bubelaiken.org/) asks for volunteers to organise the event in their area mall, merchant location or school, no matter which state or city you're in.
The need is for people to wrap gifts in exchange for donations. The funds raised go towards their Let's All Play program. More information can be found from the website.

I have always thought this was a good idea for fundraising. Not only can it make a little money for charities but it can also be fun working with them. People are usually in a good mood when they have bought the presents and you can have a good chat with them while your'e wrapping the gift. Volunteering for things like this also gives you a good feeling inside.
