It is not an easy thing to explain .... It needs some knowledge in depth about timing circuits ... like 555 timer(NE 555)...It took 4 years to understand Electronics and Communication..

Forget about the memory latency..
If u want to increase the speed of the computer, consider about overclocking the computer..
but make sure that ur motherboard , CPU and RAM supports overclocking and make sure it's not overclocked before u bought it..

i have little experience in overclocking.
overclocking intel pentium LGA 775 3GHz corsair XMS2 pc6400 ecs-915G. success boost my cpu clock to 3.1G, but only survive for 2 days. after that... bang T.T
it because my power supply not good enough to support over clocking.
