Usually when this happens, I adopt a strategy. Let's call it quick first aid. Works 9 out of 10 times. Close all browser tabs, browser windows keeping one open. CLEAR the browser cache and re-load the site. It works with me most of the time, unless there is some serious problem at the server side.
A little depth to this issue. Most of the new sites, use dynamic page serving technology. Combination of database or raw format to get information from and platform like Flash or php to query such data and display in very neat looking format. Typically these methods tend to make the site very heavy. So a smarter way is to copy static information on to local hard disk. Static information is typically a piece of code, image or some media file. However the data has to be extracted every time from the web server.
The problem you mentioned, arises when there is a newer code or and update to the code and for some reason the new code is unable to execute. Typical reason is due to having a copy of older code on your local hard disk. Clearing browser cache fixes this problem. After having cleared the cache, when you visit the site again, it downloads ALL the files, including those static code, images etc all over again thus making your local copy as fresh as the one that is being served.
Hope this makes some sense.

Well this really sucks doesn't it? If the site is going to be closed down then I still want my money for what I earned. It seems so unproffesional now.
