when do people grow up

you would think people in there 30s would know not to drink yell and party outside at an apartment complex

Some people never grow up. I've seen people in their 60's and 70's who can act just as childish. I guess it is true what they say about there being a kid in all of us, but it would be nice if some of the "grown" people would keep their kid under control.
