No clean floor for me

We just recently moved, and in our new house we have nothing but carpet. Recently my 2nd born (my 1 year old) when done eating out of her high-chair, she throws everything else left on the floor. Breakfast, lunch and dinner! I've tried scolding, smacking of the hand, and reducing food. I vaccuum atleast 3 times a day under her. What can I do to make her stop??

Told him that his behavior was not very good, and train it to want to clean it yourself. It is very difficult for him to want to do it but if we tell him to be smooth without reprimand maybe he'll oblige.

Awwh yes it is a never ending task indeed. But I would suggest as soon as she begins to throw the food on to the floor you remove it with a harsh No word behind it. It will take time indeed but someday eventually she will understand that it is not appropriate to do.
There really is no magical way as she is only one, but with further guidance it will become a routine for your baby. Be well.
