I have a boss like that too in my previous company who comes to work late. But I guess that's because they are not paid for the extra hour they spend at work, nor they are paid for holidays. They are just given an extra day off. What is not right is to be late on client meetings. It is so unprofessional and would reflect on the image of the company. I used to feel that way too.
Now with my current company. The bosses come late but they usually extend beyond the 8 hour working time. I also come late, but I extend my working hours in the afternoon. It is permissible in my company. It really depends on the policy of the company you're working with.

I'm sorry but I don't think you can do anything about it. People has this mentality that because they're the boss, they automatically have the right to be late and ditch their employees. They justify this by saying, 'hey I'm the boss'. It's frustrating I know, but I don't expressing how you feel about your boss' habit won't do you any good.
That kind of habit is really very unprofessional. Boss' should not be exempted from punctuality. Anyway, I still don't think you could do anything about it.
