Is it still valid to pay for the placement fee to the agency work abroad?

My GF applied to an agency to work as a Nurse at Saudi Arabia. She was then interview and then tell her the information for the job she then ask to pay for a placement fee about P24,000 but she will pay it in half. half being salary deducted half will be paid in the agency. We where kinda hesitant about it for what happen to us in the past so we research about the agency and we see it as valid but its hard to decide. My question is that is it valid to pay for this placement fee and how can we sure that it is valid. This is the agency that I'm talking about I hope MyLotters will help me with this one.
