It is possible to set up a website for free.
First you need to find a free web host and then create your website.
If you aren't sure of how to create your own website then you could sign up for a web host called www.weebly.com
This lets you create the website just by choosing colors and typing your content. No programming knowledge is required to do it this way.

I recommend weebly too because I enjoy using it than other free publishing sites and it comes with great templates also.

she want to start a business website where she will sell some old stuff..weebly is good for some personal website not for a business purpose..people avoids to buy stuff if the site name is on/contain some free domain name.

there are ways to have a free website but not your own name as in the web address, and it is cheat mine runs me $10 a week for as much stuff as i can put on but there cheater ones but for the most part its about 5 to 10 a month. they can make money if you keep them updated and if people like it but it takes time and energy to keep them running well.

I would say please do not go for free services because sometime they just do blunders to your years of work by deleting your work just in some pretext.I was happy seeing that I can get all time free blogs from blogger and I created many and recently you will be astonished my blogs which are popular and getting good visitors and where I worked for years were got deleted for spam accusation and they just deleting the good ones not touching the so so ones.So I would suggest go for paid hosting and your own domain name if you want to launch you own site filled with your or other's product.
Now another good thing for you when you have decided to make some money through your own website and want to use paid hosting why not make some money doing it.There is a company which will give you your domain name, hosting, website builder, emails etc for just $10 each month and a very good compensation plan which gives you $1 for each one below you for 5 levels so here do not join this site directly you can join through a team that is best among others right now that is powerpathgdi team which will fill your downline within one year the full matrix and you get a $9330 monthly out of it and imagine you get the domain name and hosting etc u required for your own site from which you will also make money.

My oldest son,who is now 14 years old set up his own website.When he set it up it said it was free,but since they sent him 2 bills wanting £28 for letting him use their company,so i rang them up and had my say,they said no to worry they will not charge,then they sent another bill and i let my husband deal with that,he told them the job he did and said that if they do not wipe it properly he will take it further.Strange why they never sent any more.

ah bless him,he tried,,companies do have a habit of having hidden charges and unfortunatly kids don't know about reading the small print or investigating things first,but at least your hubby sorted it out

There are plenty of free website building sites, but you are limited with them in the content that you can have. They are mostly built by yourself using their templates and outside of that, you cannot add anything extra. There are blog sites such as Wordpress or Blogger and social networking sites such as Squidoo that allow you to build pages for free as well. These are all limited and you get what you pay for really.
If you want to have your own store, there are software options available that are freeware. We have a Joomla/Virtue Mart website that is made using free software, but you need a higher level of skill to build those. We have a tech guy in the USA who does all our stuff for us fairly cheaply.

No, it isn't free to start your own website, but there really isn't a set amount that it will cost to start your own website either. That will depend on how much you have to have done for you. If you just need to have a host for your website, then the cost to you will be minimal. However, if you have to get someone to write the HTML for your site and you want someone to do the upkeep on your site, then your monthly cost will be higher. I used to work with someone that built and maintained websites and he charged $500 to create the site and write the HTML and then the cost per month for upkeep including hosting was $25 a month.

First of all, I hope you will realize that these free websites does not allow you full control in short there will be limitations to what you can do and/or would want to control to your site.
You can see that eventually, you will need to "pay" when you need to expand your site's horizon and especially so since you are going to use it as your business tool. Also, since you are going to conduct business with it, I am sure you can understand the need to make your site safe and secure to make it conducive for your potential clients make online payments. Which you will realize is not free to have this facility and the facility will not be given to you when your site does not meet certain security criteria.
You may want to source around for website developers and check out their packages. Believe me, it is worth it.

Have you tried devhub, setting up a website is completely free there. Other options are wix.com, weebly.com and webs.com. These websites are easy to set up and completely free to.
When you gain some more experience (after some time)you might want to buy your own domain name and hosting, which would be more profitable and trustable.

first thing that you have to do is
determine, what will you sell!?
and then, can you control it!? how customer pay for your items?
last but not least, can you make a big traffic for your site!?
