Is that possible? For people who have dynamic IP, it is an IP that change whenever you start your internet connection, could you possibly make many accounts over that?

ive heard you can do this but i'd be afraid of getting found out. especially if it was a place like this one that i truely enjoy and not allowed multiple accounts. i would be in fear of being banned forever.

I feel you, well I guess the only way is to buy a lot of laptops and a lot of portable broadband. Happy Mylotting!

This would be a very dubious route to take. Many sites record computer name as well as IP address. There is also the issue of cookies, which can easily be overlooked even if you dump all such data after every use.
You would need to juggle several email accounts and keep track of which one relates to which, along with the problem of using multiple email addresses for your Paypal account, which may be very difficult to segregate.
I have doubts as to whether a dynamic IP address would realistically mask the origin in the first place, but even if it did there are a myriad of pitfalls.

Don't try it. Eventually, The Same IP you had previously will come back and you will get suspended.
