Many CD writing programs now offer the option to create a bootable CD, and in Nero it is a simply matter of selecting the option.
Depending upon the purpose of the CD that you are writing, it may be useful to download a copy of Isobuster. This software will allow you to extract the boot image from an original bootable CD, which can then be added to a new creation. This is not always a simple process because you may need to adjust several other features before writing the CD.

These are all pretty good answers but to the novice, I think you need a little more so here it goes. Hope you will make a zillion pix of yourself and sell them for a buck, I'll be up front for that. I use Roxio instead of nero but those are the words to place in the search string or on Ebay to get a software package that works. Simply insert the blank cd into a r/w drive (not all are compatible for this operation and then usually drag to disc the files you need on the disk and the rest is automatic. Most important, let the software finish off the disc before you shut down your system for the day. When you go to eject your finished product, using Roxio, it actually acknowledges this completion op and then it will boot up next time you insert it. Roxio uses different programs for DVD copies as well as VCD or just info discs such as JPG's and MPEG's. Hope this was helpful, and Happy New Year from Washington State, home of the raindrop.
