Is government-funded education the way to go? Or is it better to reimburse after

Some governments choose to let the residents of their country pay for their education off the bat, then reimburse them in tax returns. Is this a good policy in your view? In my opinion it seems like a bit of a catch 22. If I can't get an education because I can't afford school, then the tax breaks that I would have gotten are moot. It seems to me that governments should invest in the future of their country first, rather than offer these tax breaks after education has been completed. What are your thoughts?
