You could pay minimum 0.1$ for one people, but if he is active than he will return you this 0.1$ in no time. If he is not active you could deny him and not pay him. i think the best way and easier to increase ur reff is by using ur social networking site such as twitter, facebook and many other,,u just need to copy ur reff link and share there with ur network and u must have any proof to attract your network, u also need to prepare FAQ to communicate with ur prospective members
