If it better again in the middle-east, why are the fuel prices still high?

The reason why I ask this question is because I don't know a lot of the problems in the middle-east.
But one thing is strange, the problems has ended. But why are the fuel prices the same as when there were 'problems'?
What's the reason of this? In Europe it's +- €1,35/L for 95petrol (95 has a lower octane lvl then 98). Hard to explain.
Is it the transport? Is it the government that's behind it? Or is it a plot of al leaders that say we will buy no oil of the middle-east ever again?
Well all of the mylotters, I hope you can give me a good explication.
Or i'll just stick with the second or last one :).
