How to train my dog that can not get along with other dog well

My dog can not get along with other dog well. If she see any dog in park she always try to attack or bite, She is very quite and nice at home with anybody at home. I don know how to train her. anybody has experience on it.

I don't know how to do it exactly, but ?I've seen a similar issue with a different case in the t.v. show "the dog whisperer" where the dog psychologist Cesar Millan trained a dog that had this issue and it worked like a charm... but I don't know, it might be different in reality.
