Someone tell me who this character is and what film was he from?????

This is a mystery that has always troubled my mind!!! This was from an old cartoon film, I need to know what is the name of this character: He resembles a brown dog, however he walks on four legs AND has a extra set of arms. So he kinda looks like a dog centaur. He wears glasses too. But the thing thats cool is he's a shapeshifter. He can turn into any animal at will. But the animal he turns into will still be brown and wears glasses. As far as memory serves, the story of the movie was the clock BIG BEN was the source of time. And within it was a golden coiled metallic spring which assisted in the clockwork. However, the spring was removed and time stopped. Except for a certain characters who were unaffected, the dog thing was one of them. It turns out, an evil person, cant remember the profession, had an army of vultures that were to transport bombs kinda like those dive bomber planes do. The other characters I remember are a guy thats like Abe Lincoln but has a big nose and mustache, and a fairy that appears and disappears into a butterfly. A small part of my life will go on without knowing this information. If any of this sounds familiar. please let me know.
