When is existing topic not considered one

I was reading through the Dos and Donts for MyLot. One of the things mentioned was to check for existing topic before starting a new one. How old should a topic be before it is considered obsolete and is safe to start a new one?
I noticed many members do not really check and start many discussion that are similar in nature.
Just curious.....

As per the guidelines themselves it does say that no one discussion is ever closed and that members are free to discuss it at anytime. I have seen discussions that were 3 or 4 years old which were recently responded to and I suppose it depends on the discussion as someone who was expressing a real life issue 4 years ago may be doing well and the issue resolved. So I see your point as to when do we determine it to be obsolete.

I was really curious of this since the person who started the original discussion may no longer be interested.
At the same time, I do see some repeated discussion but with some minor variations. If no duplication is allowed, soon there won't be much to discuss!
